Sumire is the much better character and had a good backstory, motivations and acted more clever.

Shizuma is more treatening and evil which fits more as the role as an truly evil villain.

Even though I love Shizuma I gotta go with Sumire, he overall build up, reveal, and redemption were well done.

Shizuma was good but he was bogged down by the shortness of the arc and Kagura's bland character.

sumire has had a better story so far.

however, i think shizuma will return later on play a larger villain role. at least he'll show up in another arc i assume.
He has a mizuki kind of feel to him.

Sumire

She had a certain stealth to her operations that I liked. The battle with her was also pretty epic, and I like her better overall.

Both Shizuma and Kagura were kind of bland. Shizuma would have been a better villain to me if he had actual legit reasons behind his agenda and if he had been telling the truth about Choujuro being corrupt, but in the end, all he turned out to be was just some stupid kid who just wanted to fight. Kagura's whole motivation was kind of bad to me too.

I said this before and I'll say it again.

Yagura was a jinchuuriki (so everyone probably already hated, mistreated and targeted him before he became a kage, and at some point before becoming a perfect jinchuuriki Isobu probably influenced him with hatred in a similar way that Kurama once did to Naruto), he had the pressure of being a kage (in a time of war might I add), and ultimately he was controlled by Obito. Therefore, Yagura had understandable reasons as to why he was bloody and violent.

Kagura's reason was nothing more than "My grandpa's blood runs through my veins", which is a pretty pathetic reason to me. It would have done Kagura's character better if it were shown that at one point in his life, Kagura lived with Yagura or was heavily influenced by watching or learning from his grandfather. However, that was not shown, and it seems likely that Kagura never even met Yagura. In that case, Kagura basically just said, "I have to be violent because this guy who I just so happen to descend from who I never even met was violent for reasons that I don't even know".
