Why not all three of them? Don't understand why people need to make a competition out of everything.

Obviously Naruto cannot be the father he wants because the village is his family, he protects each and every one.
Obviously Sasuke cannot be the father he wants because he is searching for answers on Kaguya, helping out the future along with Naruto.
No idea for Shikmaru but he works under Nanadaime, so I'm assuming he is just as busy as Naruto.

i can only say Shikamaru is a better father than Sasuke. Naruto is the Hokage, so of course he wasn't going to be able to see much of his kids as much as he used to.

Shikamaru doesn't have to worry about it because he's not the Hokage, and it's not like Naruto needs him around to hold his hand. It's like saying someone who works a regular 9 - 5 job is a better dad than a cop/military dad. The cop/military dad has a much bigger responsibility that takes their time. It's hardly Naruto's fault that Bolt was being too much of a whiner to notice that his dad has the biggest responsibility of anybody in that entire village.
