He would hug his father, the Yondaime Hokage first...given that from Naruto's perspective (since the last time he and Sasuke met) Sasuke is still to be considered an enemy. His first reaction to Sasuke would be to react as opposed to giving up to his emotions as he would most likely do given the situation, to his father...but then again it would be Edo Minato, although not controlled by Kabuto still not the best circumstances for Naruto and the Alliance
