That's endearing of you, but there are anime out there which have filler composed with the mangaka as the maestro, though he doesn't add it with the manga. Whether this counts as true to the Lore of the anime or not (because it sure as hell doesn't contribute to the story, that's for sure) is up to you.

Not necessarily, some fillers do include information on new and old justu and how they work or the justu's weakness. They could also include a story behind someone's jealousy or problem with another character.
