Anyone with a good sage mode (meanif jman naruto kabuto prime and hashirama) simply because their sensing abilities r increaSed and they're suppose to feel when a jutsu is happening

Orochimaru because of body shedding when it attaches to him he should logically just shed his skin thus warping a shell of himself rather then him escaping it
Tht goes for kabuto prime as well

Sasori prime he was said to transfer himself trough any puppet he controls idk if its fast enough but I see him getting by kuami

Gaara even if kuami does happen gaara can slip out of his sand Shield. And if he kaumi sand all gaara has to do is wave his hand and the sand will come bac I mean look at deidara he found his arm eventually as long as the sand is still in naruto universe gaara can still get it bac cuz his chakra is mixed with it

Reason for making this thread is simply because ppl r putting kakashi >> the entire narutoverse for just one tech

As far as I can tell, the target doesn't need to move that much. They could easily dodge it without having to run away. Anyone with instantaneous reflexes and speed would be able to, that means Ay, Minato, Naruto, Obito, Itachi, even Sasuke would probably dodge it.
