Who would you remove, and who would you replace them with? Please elaborate why! If you give solid arguments (a few sentences at least,) then I will gladly edit them in below for everybody to consider. That is my primary objective.
DISPUTES:
Kotoamatsukami users are arguably invincible in one on one encounters. Shisui and Itachi guarded this technique and could use it with a massive ten-year cooldown, but most notably: Danzō had Hashirama's DNA and could therefore use the technique with a much smaller cooldown (less than an hour.) It should be noted that Danzō believed it would be effective on Obito, Itachi believed it would be effective against Sasuke, and that both Obito and Kabuto greatly coveted its power. It's possible that it is indeed the ultimate power, and while the great cooldown tempers its usefulness to Shisui and Itachi, it should indeed be listed as a part of Danzō's abilities. However, it's equally possible that it can only be used to persuade someone from fighting or to change allegiances, and not to force an individual to kill himself. Moreover, with all that said, Danzō's second major ability is Izanagi, which he could only use ten times for one battle, as he has no known access to other eyes like Obito. Danzō is therefore an anomaly, while Shisui is largely an unknown, and Itachi's claim over the technique for lists are questionable due to his usage of Kotoamatsukami being a mixture of alive and Edo feats.
Tobirama is a user of Hiraishin, although a seemingly less sophisticated Hiraishin than that of Minato. He also invented an Edo Tensei prototype, but it only revives a small portion of the resurrected's power, and it's unknown whether Tobirama ever gathered the materials to revive incredibly powerful ninja. Nevertheless, Tobirama has been hyped with enormous life force, as he was able to resist Orochimaru before Orochimaru used Hashirama's cells, and he is also a very gifted sensor. Lastly, and perhaps most presitgiously: Tobirama can seemingly activate very powerful ninjutsu with small movements of his finger. (Possibly Suitons, which he is famed for) that alarmed both Hiruzena and Minato. Given all of this implied prestige, some feel that Tobirama would be an acceptable replacement for Minato or Sasuke. The typical counter to this view is that Tobirama has shown remarkably little substance despite his hype.
Mū is definitely a subject of massive hype and is in my opinion the #11 spot. When revived, the Five Kages believed that only Ōnoki could stand against him, but it turns out that Ōnoki needed Gaara and Naruto's help. Mū was also hyped as the invisible man, although many argue that the jutsu must have weakness and be seen through, or else Mū could assassinate Madara and others without issue. Moreover, we know that Mū lost to Madara without Madara revealing his Perfect Susano'o. On the other hand, it's argued that Mū hadn't developed his invisibility jutsu at that time. Regardless, between flight, invisibility, the Jinton, and a keen mind: Mū is easily one of the deadliest ninja and was a good choice for a contender of Top 10 Ninja. Minato, for instance, may not be able to reach Mū in the air, nor detect him.
3rd Raikage has been mentioned as a contender for Sasuke. Presumably, that his ultimate nukite can pierce Susano'o. Or, more unlikely in my opinion, that the 3rd Raikage can outlast Sasuke, which implies that he can tank Amaterasu (which burns for seven days.) This must be the case because the 3rd Raikage lacks the v2 shunshin used by A to dodge the conflagration. Additionally, if Naruto (or Minato's) Rasengan was enough to deflect the Raikage's hand into himself, then some have argued that Susano'o or partial Susano'o could accomplish the same thing thanks to Sasuke's Sharingan prediction and the impressive and often surprising speed of Susano'o.
Kisame has an immensely large suiton that absorbs all chakra and chakra-based material. This absorbtion, in turn, makes his jutsu larger. Theoretically, this would trump virtually all ninjutsu. (Note: he believed Gai's jutsu to be chakra-based.) Additionally, with Samehada, which he lacked against Gai, he can regenerate from lethal damage and can absorb most offensive ninjutsu. It's also possible that Samehada could act as a partner against most genjutsu attacks. So, considering that he is essentially highly resistant to ninjutsu, taijutsu, and possibly genjutsu... and is a clone user that uses ninjutsu on an absolutely massive scale, and is much more intelligent than many give him credit for, a few posters believe that Kisame could and would defeat current Sasuke. In this case though, the prominent counterargument to this sentiment is one primarily of portrayal. While Kisame was undoubtedly very powerful, he seemed to acknowledge Itachi as his superior, and thus it seems reasonable that current Sasuke would likewise be considered such.
Deidara is a ninja that believed he could kill Orochimaru and Itachi. While it seems laughable, Deidara's ninjutsu really was remarkably deadly. His c4 clones in particular tricked Sasuke, and thus could possibly trick Itachi. Not to mention every non-dōjutsu user that can't even see the particles. However, similar to Kisame, Deidara is undercut by his portrayal. He claimed that he was Sasori's inferior. Other the other hand, it has been speculated that that was a calculated statement to persuade Kakashi to leave Naruto to go help Sakura, and that Deidara truly believed his art (power) was superior to that of Sasori. Perhaps more to the point though, is how poorly Edo Deidara was treated, ultimately being bested by Sai and lower tier characters, indicating that the author doesn't hold Deidara in high enough regard to be considered top 10 material.
