however Jman only had 1 (one) arm left when he went underwater so he indeed had no way of surviving..

well actually - the Sexy no jutsu was Self-Taught - in any case

Naruto had poor chakra control - hence learning any jutsu was met with direct obstacles in the face of the 9-tails

Jiraiya worked to take that barrier away


And i dont rlly think that Sasuke's countless fire and Lightning jutsus are extremely effective - they can be used for Flair -

but as it can be seen - now that EMS is here ,those are rendered trivial and are only used for extra flair

the Same Taijutsu level was met with about a week of Sage mode training

In any case - Jiraiya's taining was more of a Build up rather than a direct result

the problem is if any of these two returned, it will be lame/doesn't make sense/pointless. maybe jiraiya can return somehow (in a non physical form) to tell naruto how proud he is/how sorry he is for leaving him like that but that's about it.
