Based on the way Madara soloed the 5 kages (supposedly the 5 strongest shinobi of the 5 great nations) like they were fodder without revealing the true depth of his power, I'd say Madara
Given that his fights with Hashirama took roughly 24 hrs, we have gotten the cliff notes version of their fights and in each case Madara challeneged Hashirama. I'm talking about like in the first 2 Rocky movies where Rocky & Apollo went 15 rounds in both fights cause they were that evenly matched; yeah Rocky ended up being the last man standing, but lets not forget it took him 15 rounds to get to that point & got the tar beat out of him in the process. Same with Hashirama & Madara when they fought. Two powerhouses, Hashirama edged out the wins, wins nonetheless making Hashirama the greater of the two...but Madara was still miles above any other shinobi at both his time and far greater than any other shinoi that came after as evident in his dominance of the kages...even the other greek gods were inferior to Zeus to some degree
Madara is he only other character I could give that title to.
Despite fighting the temptation to add Minato to that list. Any shinobi that commanded a 'flee-on-sight' order during war is clearly seen as heads above the rest at his time...and handle himself against both the 4th Raikage (aka A at the time) and Killer Bee at the same time...taking out hundreds of shinobi at once...and despite his time-sace jutsu being inferior to Obito's he made it work and beat out Obito's in their first clash at Naruto's birth.....so Minato and the 3rd Raikage get honorable mention
