Iruka has shown little to no feats of power, while part 1 Kiba has.
I think Kiba takes this mid-high diff. (Saying this just because Iruka is a Chuunin)
Also, Kiba didn't kill Sakon and Ukon, he just weakened them. Kankuro is the one who finished them off, and without Kankuro... Kiba would be dead.

Same goes for Lee and Gaara, and Shikamaru and Temari. Lee, Shika, and Kiba would all be dead if the Sand didn't intervene.
