She can, she just chooses not to. The same as sasuke's seal except he chooses to use his.

yamato would win ,cuse mark can only be used 4 a short amount of time before it drains all ur chakcra,especially if the user dosent use it a lot,anko would lose the battle 9 out of 10.

yamato absolutely godstomps. anko has shown two jutsu and one kills her.
yamato has wood dome for defence. great forest technique for offence, mokuton clones. wood prison which drains chakra. very powerful earth style and water style.
