Don't try to separate the two, speed and reaction are two sides of the same coin. Zoro is faster than Hakuba because Robin wouldn't be able to keep up with Zoro and block him like she did to Hakuba.

You sounded desperate af defining things like "footspeed" and reaction speed. It's a fact that Robin wouldn't have the "handspeed" to match Zoro's "footspeed" inorder to catch him.

Plus he couldn't even over power Robin, while Zoro's weak pre skip Zombie showed he can overpower her.

Zoro low-mid max....I feel Zoro is simply on another tier from Hakuba.

Zoro, Hakuba is unstable.

Zoro's haki helps him in this. If rebecca can avoid a fatal hit with her observation haki, i have no doubt zoro can dodge hakuba's slices and counter attack even.

Plus like mentioned above, if Robin can react to him so can anyone fairly strong.

I don't know if zoro has any speed feats that prove he could match hakuba. The robin could do it so zoro can argument is baseless because Robins power and df ability obviously do not apply to zoro.
I think for power and technique zoro is much stronger than hakuba. I think zoro would be at least fast enough/ tanky enough to survive an attack from hakuba after which his air slash attacks like tatsumaki could knock hakuba out and bring Cavendish back.
