We don't really know a lot about the So6P, but he is supposed to be the master and creator of all jutsu. According to Nagato himself, he makes Nagato look like nothing. Nagato's Chibaku Tensei created a village-sized moon, So6P's Chibaku Tensei created the moon itself. He went toe to toe with the Jyuubi and held his own apparently. Those 2 feats alone testify that he's on a whole other level from normal shinobi in this manga. He's like Nagato x1000.
