But for the most OP children, Tsunade and Sasuke (I know Tsunade is 30 years older than Sasuke) or Karin and Sasuke would do slightly better IMO

Considering that all of the other females have learned skills and abilities...I think that Naruto and Hinata would make the best babies. It would be kind of like rejoining the lines of the So6P's sons into a single person. Their kids can learn all of the other skills later in life (if they really want to).
