Naruto would get bored with the paperwork and tend to his resignation papers.

Sasuke would get into a fight with the paperwork because it doesn't agree with Itachi. And we all know Sasuke loves his 'Tachi.

Obito would do the paperwork and then blow the entire village up because he's crazy like dat.

So I would go with Sai.
