Who would be more in the wrong? The Planner or The executioner?

I've been thinking about Madara and Obito lately, which made me think about this question, who would be more in the wrong the person who orchestrated a crime, or the executor? Madara or Obito? and i'm talking about general cases, not Obito and Madara's.

Yeah but still the planner was the one who passed those ideals onto the executioner, if he didn't then nothing would have happened

the executor. they both have to think its a good idea but the executor goes through with it. think about it this way who gets more blame the murderer or the person who plans a murder? the murderer of course. they both do time but the person who committed the act is more to blame.

Judging by how much executioner does on his own. If he is just a blind puppet following orders, then ofc the planner is to blame. But if the executioner comes up with his own plans, agrees on the things he should do(like the case with Obito), then I'd blame "the executioner"more. After all, nobody ordered Obito to start wars, control Bloody Mist Village and attack Konoha on a whim, when he needed to just take Bijuu and leave.

Bad ideas/plans/thoughts are much more common then bad actions. I bet every day thousands of people think of punching somebody in the face who bothers them, but only a few actually follow thru with doing it.

The ones who actually follow thru with the plan (whether the plan was origianlly their own or not) and turn that plan into action are the ones in the wrong.
