Mind you, there's a topic like this that was like, "equivalency of an Akatsuki member", not sure if it was named that though... Bu if anyone finds it, we could merge the two topics, or at the ver least--provide much more input on this matter lol.

Oh, and Tobi was using a tailed beast Kage once; back when the Kisame flashbacks happened... He should had been an Akatsuki... Even tho he would had have to been used for said "plan"...
