kakashi:got ms,intelligent,smart,most talented ninja,he got lighting and some earth type jutsus,over 1000 copied jutsus,he knw how to use rasenshurinken(coz he is the one who teach naruto how to use rasen shuriken,but he didnt use it),low chakra
but nothing happens to chakra(coz itachi and sasuke have low chakra also)

And Kakashi has a low stamina. Even if Raikage doesn't kill Kakashi right away, Kakashi will soon run out of "gas", and that's it.
The only wau Kakashi could win is with a well thought battle plan. Making some bushin, hiding in the ground, etc. Even if he used earth element, I doubt It wouldn't affect much (for evidence read the manga - previous raikage vs naruto).
