I believe she can't. She doesn't seem to have surpassed tsunade in strength or medical jutsu. Tsunade's stamina and durability is also far superior because she is a Senju. Tsunade is also more wise and has more battle experience.

where is it stated sakura has more chakra?
besides chakra reserves are not everything, kaguya got owned by kakashi's battle experience, and tsunade has far more battle experience than sakura and should be also a better medic not to mention she no longer is hokage or has any children so she may have more time to train than sakura
