I mean he have the rinnegan's ability but the funny thing is that if we see them fight there is no way we will see Madara use full out abilities of Rinnegan.

For example if we see them fight there is no way that we will see Madara just summon a new big rock from the sky.

So Madara's defeat will be a plot. Because Kishi already made him too op in my opinion.
