If wasted you mean people that had potential to be in the series a lot more, then I think Darui, Konan, Anko and Ibiki all could have been used a lot more.

Mizuki, definitely. And Aoba too. Who knows what he might be planning?

And Dosu...would've been nice to have someone trying to kill Orochimaru while still being out of the general plot.

I'd like to see more of all the bijuus backstorys and why all of them became evil, but I guess kishi thinks the answer is too obvious to answer with chapters/flashbacks.. Therefore I feel like there's potential thats wasted by not giving them more screentime. I also believe deidara was really a waste of a great character with that stupid death...
