If he had Biju in him then it would place him a tiny bit higher, because it has been basically thrown in peoples faces throughout the whole manga that Dojutsu is equal to a Biju power. As Sharingan can control all of the Biju, and Rinnegan is the ultimate evolution of the Sharingan.

sasuage does not even like the bijuus or the system of shinobi.

rikudo will either give the bijuu to naruto or they will disappear in the dimension where they came from
