Dressrosa is sealed, no one will make an entry because of birdcage. Besides we already have enough interesting players right now in Dressrosa, we don't need anyone else showing up (and stealing the spotlight).

Nahh but seriously, I would say nobody because as somebody mentioned above it's already missed up there. No need for more character. But if Oda did it and brought some one it would be eaither Smoker or Aokiji. Chances are:


1) Smoker became one of Doffy's enemy. His smoke, he can just fly through "birdcage".

2) Aokiji already asked smoker to give a report to the Admirals to take a step against Doffy before the situation become worse and can't be handled which is what Akainu refused to look at and focused only on Luffy getting captured by sending Fuji for this reason. And now that the situation can not be handled, Aokiji might interfere.

3. Jimbei. His already depicted to be coming to help friends in the cover story plus he was seen reading the news of the strawhat-law alliance and doflamingo fake resignation.
