i say lee for someone without ninjutsu he is a badass soloed sasuke and naruto pre chunin exam got severely injured and was told he would never be a ninja again only to prove them wrong came back and fought kimimaro and lets not forget his drunken fist style and for a bonus he broke gaara absolute defense with speed and power total badass
