Madara. Obito was about 9 then. Obito is the same age as Zabuza, whoslaughtered his class when he was 9 and madara was still in control. So obito couldn't have been older then 9.

It seems like the most logical answer would be Madara, but Kisame recognizes him as the same person much later even though now we know this one is Obito.

So unless Kisame met both Obito and Madara this really wouldn't make any sense. Him being put under a genjutsu is also a possibility. We'll just have to wait and see.
