This is like 15 seconds later and he switched into EMS. That proves Sasuke hold back against naruto since he was turning of his sharingan when he could have killed naruto with a headshot.

The only reason why he couldn't use the Rinnegan was because he had used Amenotjikara, which when used so many times puts his Rinnegan on a cool-down. After both attacks, and the war arc before them, both these males were low on chakra. Not to mention fighting Kaguya before this whole thing started.
Anything before their stalemate is not questioned when both Naruto/Sasuke put everything in that final attack, Sasuke was hoping to kill Naruto with that, he said it hiimself in his head. He had no belief that he would make it out alive, and Naruto proved him wrong. You can't really think he would be able to fight at moderate level of power afterwards. It's for that very reason why both Naruto/Sasuke were struggling in that entire fight:

These men were obviously not in good shape. Sasuke took on Bijuu Chakra because he knew he could never defeat Naruto, it would just end with Naruto stalemating each and every attack he threw, so he decided to increase his power. Sasuke won the first couple battles, yeah, but both at there peak..Naruto won the war. That's what matters.
& Now, Kishi states that Sasuke needs to use his dojutsu + skills to the fullest potential just to match Naruto. Says a lot whether you like it or not.
