Probably Itachi and Shisui. Itachi was powerful af even having only common MS. Shisui too because he had KA, he could control even Uchihas.

Obito was fighting BM Naruto, Killer Bee, Kakashi, and Gai simultaneously with his Kamui, and the only reason they turned the table was because of Kakashi's presence, which is basically the only way to counter intangibility barring Flying Thunder God.

So yeah, Obito is a no brainer. Nobody on that list could fight four high level fighters without getting a scratch on them. As for Madara, we have never seen him with Mangekyo abilities; we've only seen him with EMS. Izuna and Shisui lack feats, so including them is kind of odd.
