Hahah in your dreams! Gaara's sand was both durable enough and fast enough to stop his Guillotine Drop at the last second. Gaara would swallow him in a sea of sand and suffocate him before he even knew what was happening.

Danzou. He could beat any of the other kage's, if he just got time to activate Izanagi. So it all comes down to starting distance, area, etc. You can't just make a thread this way trying to determine the strongest with no starting conditions. Raikage can kill any kage(at the meeting) with a short starting distance.

Raikage was probably the strongest. Naruto beat Muu because of his speed -- I'm sure the Raikage could beat Oonoki with his speed/strength.

Second strongest would be Oonoki, followed by Gaara, Danzo, and then Mei.
