Out of Ozai, Amon, Unalaq, Azula, or you could say Zaheer if you think so who appears in book 3. No side villains like tarlock in book 1 of LOK.
I'm going to personally say Unalaq. His personality was mysterious and had you guessing. Having ties to the avatar, very strong, had an army to command, knowledgeable, and posing the most threat of any villain that the 2 series has produced. Basically was trying to destroy the entire world. Defeated Korra in the first fight. Almost defeated her in the second.
Why not Ozai? Ozai wasn't shown or was involved enough to go against team avatar but only Aang. The build up was better and the final fight was good. But the fact that they didn't know each other on a personal level doesn't make it as interesting.
Why not Amon? Amon after finding out about his abilities. he seemed unstoppable. But didn't pose as much of a threat as compared to an army of the fire nation or earth kingdom and personally I would think he could have been stopped at any time. He was good villain but he seemed a bit too dull?
Why not Azula? Azula was more like the secondary antagonist under Ozai but enough to make me say she's a major villain. She has a nice flare about her. Strong. She always got in the way. the sister of the secondary protagonist Zuko. She could take on team avatar by herself and was tracking them so she was a threat in her own right. but with her being under Ozai and not being the one most responsible for the mishaps in the world. She falls short.
