I think that the Hokage is technically the leader of ANBU, while Kakashi and Itachi were captains, aka high-ranking members.

That aside, the best high-ranking ANBU is Lawd Fu it's hard to tell who of them was better as the ANBU captain since we didn't see much of their ANBU days. And I'm not gonna even try to debate who was stronger.

If your a leader wouldn't yoy be leading a squad ? He obviously went on mission being a leader of an anbu squad are yoy stupid. Anbu squads consist of 3 to 4 ninja so while moving don't attract attention. Are you dumb do u not know how too read between the lines. He's a leader of anbu so wheb they went out on mission were they not in squads that he would lead dummy
