but he was with the 2nd hokage against ginkaku kinkaku sooo he might be equal to tobimarau

Personally, I think he died trying to fight Kinkaku and Ginkaku. It was Tobirama and Second Raikage vs Kinkaku and Ginkaku, then it seems Team Kage scraped a win but Raikage died in the process and Tobirama was pushed to the limit but managed to survived. Based on that idea, I'd say Tobirama's a bit more powerful but I'd say that anyway. xd

Black lightning's a lot stronger than regular lightning, so I can't say for sure about that.

I'd say Sasuke has the best lightning release, most variations and primarily kirin. I don't think he is the strongest shinobi who uses Lightning release however.
