Deidari easily. Nagato is close though but he can't walk really so that hampers him.

I did open with that to be fair! He was the only one who was plot relevant so obviously people (and NB of all places) would vote that #1. Unlimited Nagato & Deidara suit Edo Tensei better than Itachi imho
