Show me proof of this please. There is no manga proof of this. When it showed jaraiya, Itachi, and Neji it was showing a flashback to people who have helped them. Notice how the three of them are alive in that flashback (well Itachi may be edo, can't see his eyes), but the point is Jaraiya and Itachi are way too long dead to be revived by rinne tensei which is the only thing that has been shown to actually bring a person back to life, and Neji's body is on the battlefield. So if Neji were revived without being an edo then he would be on the battlefield...
If anything I would say those footsteps may be the footsteps of the samurai who havn't arrived on the battlefield, were the footsteps of the alliance when they ran to the battlefield by the sheer number of footprints.
The footprints symbolize that Naruto was able to bring all those people together and help him.
It is also a possibillity that Kabuto has broken out of izanami and reallized the error of his ways and is now good. The other footsteps could be anko's, yamato, kabuto's, and sasukes (from when he was walking in the rain). and perhaps some edos kabuto didn't summon.
Then again it could just be someone we haven't seen yet.

What the flying fluckman brothers are you talking about? The picture of Jiraiya in the last chapter was of Jiraiya, Neji and Itachi and it was showing those who have sacrificed themselves so that Naruto may survive and grow. It was Itachi and it was Neji, end of discussion.

I'm sorry I responded thinking that you meant Itachi and Neji would be the new people on the battlefield. My mistake. Neji and Itachi are definitely the ones in the image along with jaraiya. I then gave an explanation of why those footsteps wouldn't be theirs. Once again, my mistake for misinterpreting what question of the OP's i thought you were responding to. You were definitely correct that Itachi and Neji are standing by Jaraiya.

Um yes I know it was "When it showed jaraiya, Itachi, and Neji it was showing a flashback to people who have helped them." (that's what I said_ I thought that cheeko was saying that those footsteps belonged to itachi and Neji, which is why I had that explanation of why the footsteps couldn't be theirs and why I asked for proof. As I said above, my mistake.
The rest was an explanation I thought of who would be on the battlefield soon because of the footsteps.
Anyways My mistake, I was misinterpreting what you thought Cheeko, I am sorry.
Now Let me reanswer the OP.
Yes OP the people who are besides Jaraiya are Itachi and Neji, the others are right. I just misinterpreted what question they were answering earlier. It is much more clear in the *********** version of the translation, which I suggest your read after reading other quicker translations. The image showing them being Itachi and Neji clearly is posted in the spoiler below.

In regards to you thinking there will be new characters, I don't think so, but the footsteps are definitely indicative of someone coming. or someone who has came. my theories from my last post are followed directly after this:
If anything I would say those footsteps may be the footsteps of the samurai who havn't arrived on the battlefield, were the footsteps of the alliance when they ran to the battlefield by the sheer number of footprints.
The footprints could symbolize that Naruto was able to bring all those people together and help him, which would be relevant after Kakashi's speech
