Who was ranked 3rd in K12? Sakura or Neji?

Before the War Arc Lee takes the bronze. His potential lies within the Gates and 5th Gate rocked the living shit out of Gaara in Part 1 so Lee with 6 Gates is even more OP than he was in the past.

Neji will have trouble reading and countering his speed. Back even in Part 1 he was astonished as to how he could move so fast, the Byakugan won't be able to read that speed. Lee solos.

Probably Lee actually. Lee managed to do more damage to Edo Madara than every other character combined, and if the Shinobi Alliance hadn't read the script and known not to seal him immediately, that would be the end of him. And that was without gates.

With 5th/6th Gate, Lee is definately stronger than Neji and Sakura.

Shikamaru and Sakura were already Jounin in The Last, but not in War arc.
