Who was more of a dictator? Tobirama or Danzo?

Who do you think had more of a 'dictator' feel to them, Tobirama and his beliefs or Danzo and his beliefs?

Danzo was the leader of Root, while Tobirama was the leader of whole Konoha. So the question is hard to answer, because you don't know how Danzo would have acted as a Hokage.
