Hashi's strength gained the respect of everyone but Madara's power was feared by everyone, it's kind of difficult to say because they both united the world with sheer will.

Conquerors are feared as much as they are respected. Onooki and the Kages were considering listening to Obito's plan because they were so shook from hearing Madara's name.
In the end of the day Indra and Ashura's incarnates were equally dominant hence why it's a hard decision
Well Hashi founded the kingdom and forced Kages to unite because he was tiers above them, they had no choice but to join him even though he respected them. Also look at how a single raise of his chakra had top tier shinobi shit their pants.

Both Hashirama and Madara were conquerors but Madara exceeds any sort of conquest Hashirama ever embarked on. Madara's name struck fear into the hearts of the Uchiha.
