Who was Koto used on?

Itachi stated that Koto was used so he wasn't able to use the eye on Sasuke back then.

But then who was it used on?

After Danzo gained the upper hand, he could have used his remaining eye to solo Danzo, but he probably couldn't since he used it already.

I think it was used on danzo to convince him not to kill sasuke ( when he was about to massacre the uchiha clan)

No clue, but according to the fillers, it would have been Itachi who used it some time after acquiring it.

Well first off, Itachi did not implant the eye in himself so it's possible he was referring that fact when he said he couldn't use it then.

On the other hand Shisui tried to control Danzo with Koto just before the incident wich happened about 5 years before the start of the series when Naruto was 12 so he was 7 back at the incident and he is 16 at Pain's attack on Konoha.

Making it very plausible that this Koto was used on Danzo himself but failed and that Danzo took only the other eye cause at the moment the other one had been rendered useless.

I don't see why Shisui would waste another Koto if the first one had failed for some reason.

Since the one Itachi had started working again over 9 years later, I don't see why that couldn't be it.
