I agree. Torune was one of my favorites, but I think my favorite would have to be

1st Tsuchikage.

His design was awesome, he was a first generation kage, and he seemed really wise. I just wish we got to see his jutsu abilities.

Pakura scorch release was interesting. Also, I would have liked to see Anko, Orochimaru's previous student and wielder of the curse seal. I mean, honestly, she knew forbidden jutsu and could survived the curse seal. She should have been a total badass
