Sasuke was Naruto's first friend so that has a spot up on top. Shikamaru is after Sasuke despite evidence that he was a better friend.

Crazy thing is he wasn't even his first friend. Naruto, Kiba, Choji and Shikamaru would ditch class and play at the park together and stuff before Naruto ever even talked to Sasuke.
