Because Oda has found many ways of using powers which make sense! Which most people wouldn't think of!
My list of people whom are very clever with their devil fruit:
Luffy - you all know why.
Doflamingo - When you think of strings or wires you don't think of monorail transport or slicing up everything.
Kuma - His fruit is described as blocking things : he managed to create attacks from blocking and rejecting the air.
Crocodile - Drying people up on contact is a pretty clever idea on Odas part.
Eneru - Think about it... He could restart his heart.
Kuzan - He can nullify his disadvantage of being incapable of swimming and create weapons. ( like Kizaru but he uses his fruit badly as all Kizaru can do is shoot lasers and make a sword , travelling at light speed requires preparation )
Fujitora - so far seems very skilful in comparison to other users of gravity across the vast amounts of manga.
Chopper - 7 transformations and 6 which he can control without intaking drugs ( rumble ball ).
Law - Most of us were surprised when he could use defibrillater-like attacks : well suited to the devil fruit name.
Wapol - I know you're surprised I said this but he could create food into his own flesh ; if the user of the munch munch fruit was more likeable it would be one of the coolest fruits.
Smoker - his " close combat " has a pretty much unlimited range.
Any that I missed? Who would you say uses their power to the fullest of the full?
In my opinion I would say Kuzan or Crocodile take the cake.
