Every sharingan user activates their Sharingan in almost every fight. Once its activated they are using it.

Obito and Itachi followed by Sasuke and Kakashi. Don't know much about historic characters like Madara and Indra since we didn't see their usage much in their regular lifetime. But honestly, this question is kind of invalid since everyone who had the Sharingan used their eyes very much and heavily relied on it for their powers in battle.
