It was taken of him when the Strawhats arrived at Fishman Island.
Sanji was running wildly in love with the newly met mermaids.
The bounty poster has the exact same frame and details
So that begs the question. who could've been in Fishman Island at the same time as the SH's arrived and taken the picture?
Zoro and Franky's wanted posters also seem to have taken their picture at Fishman Island. This is proven since they didn't use the cyborg in Dressrosa, and Zoro didn't have that head band when he fought Pica, but he did when he fought he New Arlong Pirates.
Who could've taken those at Fishman Island? Camie said humans didn't visit or frequent Fishman Island anymore for a long time. Thus reporters and stuff would be less likely to go down there. I seriously doubt as well that a Fishman reporter would actually bother to send this pictures to the WG if they had taken them, given the Mugiwara saved their home. It couldn't have been other pirates as Pekoms wasn't in Fishman Island yet at the time (as far as we know).
Only one person who can sneak into places comes into mind. Absalom.
Some facts make him a probable candidate:
1. He has the DF which makes him invisble, thus unseen by anyone.
2. Absalom has become a freelance writer and reporter, using the alias "Absa". He was responsible for leaking the information about the alliance between the Kid Pirates, the Hawkins Pirates and the On Air Pirates to the press. Leaking pictures of the Mugiwara's and ofc Sanji would make sense.
Absalom has a ship, as seen when escaped the Kid/Hawkins/On Air hideout in a thriller bark ship. Thus being able to go down to Fishman Island. OR he could have snuck in the Mugiwara's ship at the same time as Caribou did. It would also explain why Sanji's was the first taken, given he didn't let Absalom marry Nami. Grudge much. It could be why only a few of the Strawhats had pictures taken in Fishman Island, hence why some of them got more recent ones in Dressrosa, as they lacked any of Fishman Island.
This is all over the place, I'm not good with theories as you can see. But i'm basically putting it out there, that Sanji's first legit picture was taken in Fishman Island. Absalom being the most likely to have taken it.
