I doubt he will, since the position of main villain has been given to Madara. Perhaps this might be a bit anticlimactic after all those years of suspense surrounding Tobi, but unless his Edo form won't allow him to or he will be stopped before the time comes, just expect Madara to snatch the Juubi.

Then again, I think there's a bigger chance of the Juubi going on a rampage once it's brought back

Not by a long shot. Everything that has happened was the work of others, namely Pain (akatsuki), Madara (gedo, the plan, fact that obito is alive), and Kabuto (fought entire war basically solo)
