I guess I'll go on record as saying I think its Izuna. Now here comes the TL;DR stuff you'll all skip.
The story sort of mirrors itself, so the age order is different, but the rest holds true. Itachi is the new Izuna, Sasuke is the new Madara, Naruto is the new Hashirama.
Izuna Uchiha was a harmonic and devoted person. Itachi is a harmonic and devoted person.
Both gave up their eyes to their brothers willingly. Both do horrible things that they believe to be for the greater good (moon eye plan, uchiha massacre).
Madara seeks power. Sasuke seeks power. Sasuke's forgiveness or defeat will end the cycle of hatred that Madara started.
Hashirama tamed the tailed beasts. Naruto will befriend the tailed beasts.
Besides those sort of story telling devices, there's the elimination of other suspects, most of whom were too young to have been Tobi at the time of Naruto's birth.
Beyond that, there's Tobi's insistence that Izuna's eyes were given willingly, narrowing the field down to the two who would know for sure, either Izuna or Madara. From there, the "other Madara" thing blowing Tobi's cover as Madara leads me to believe he's Izuna. Without the larger than life reputation, he's "no one".

Hey Guyz WHat abt This 1 i think It makes more sense well its my first prediction so do comment.
YOU HAVE TO BE CAUGHT UP WITH THE ENTIRE MANGA.
So obviously people are trying to figure who he is and there are many many theories. Obito, one of the hokages, Zetsu clone, Izuna, lots of them. First off, please don't tell me he is Madara Uchiha. Read the entire manga, not a wiki.
Theory:
Madara acquired the Rinnegan during his final fight with the First Hokage but not until towards the end. He is the only known person to acquire the eyes by developing his Sharingan and pushing it. The Rinnegan was originally the sage of the six paths eyes. He gave his eyes to the oldest brother and body to the youngest. Uchiha and Senju. The Sage was said to have created stuff from thin air using Izanagi. Izanagi was used with the Danzou vs Sasuke fight, but it permanently closes the eye. If it does close the eye for good, why didn't the Sage's eyes close? What if acquiring the Rinnegan like Madara did made it so he could use Izanagi without his eye closing? Do you see what im getting at?
Maybe Tobi is an Izanagi creation, made by Madara in his last moments so he could be later revived to finish his work. The reason why Tobi isn't as strong as Madara would be because when Madara made him, he wasn't at his top because of the fighting. It would explain how Madara knows him, how Tobi knows everything, and how Tobi has the Rinnegan. Tobi says he is nobody, maybe he is right.
This is just a theory but what do you think? There might be holes but this is just an idea.
