The functions of the ninja included espionage, sabotage, infiltration, and assassination, and open combat in certain situations.acording to these rules which is the best ninja in the naruto universe the would seam like a trew ninja i other words which naruto ninjas are the best at being a genaric ninja
my top ten would be
1.Oruchimaru (Hes done every thing that a rreal ninja would do
2. mu (hes practacly invisible he seems to have the cualities for a ninja)
3.danzo do i have to say why
4.itachi able to kill his clan seams good at espionage, sabotage, infiltration, and assassination,and has a plan that still proceeded even after his death
5.kabuto (leared from oruchimaru)
6.tobi (great at sabotage and espionage he seams to be great at fooling people)
7.zabuza (strives to be a perfect ninja in other words a killing machine
8.sai in introduction not any more
9.yamamato has spied on people in multiple acasions was part of anbu
10.young kakashi was part of anbu belived those who didnt follow the ninja rules where trash
