orochimaru learnt most of the jutsu in the scrolls.. not all these jutsu were created by tobirama.. there were jutsu that were created after tobirama had passed.. orochimaru even left the village and continued to learn jutsu and do research.. im am pretty sure he has an arsenal larger than tobirama's and Hirzuens
