I'm leaning towards tobirama being the creator as of late on because their are two level of ftg so I believe that minato created the second level. But that's just a guess.

Well they said that Kushina's mom taught him about sealing jutsus (the Uzumaki clan's specialty)so i think he took that knowledge and used it to crreate the technique himself :shrug:
