It depends greatly:
-Is this Shiki the one who fought Luffy (steering wheel lodged in head and has no legs) or Prime-Shiki?
-Is this Zephyr the one who has the Battle Smasher? Or Prime-Zephyr?

I'm gonna go with Shiki sadly because in the past he was able to take on Roger as an equal. I'm not sure now, but yeah.

Shiki was never equal to Roger and Whitebeard. His crew may have been because he had 50 battleships in comparison to Whitebeards four ships and Rogers single ship.

I'd put Prime Shiki just above Current Garp.

I wasn't sure myself on whether I should refer to individual strength or power in terms of their crew aswell so I said Roger is either equal to Shirohige or greater... XD
