madara didn't survive it, because the attack was directed at the nine tails not madara, it would scatter the susanoo, because the nine tails was covered with the susanoo armour, before the jutsu was launched, obitos jutsu only lasts 5 minutes, and with so many hands and covering such a wide range we can't be too sure how long the jutsu lasts, so don't rule obito out yet, maybe third raikage, but i doubt his body would be able to take on something like that
