Who started the 3rd Shinobi War?

Hiruzen was hokage at the time so probably not konoha.
but the 3rd war involved all villages suna as stated by chiyo when she says her son and daughter in law died to the white fang
iwa as seen in the kakashi gaiden
kiri seen in obitos flash backs
and kumo seen in Minatos fight with raikage and bee
and ame seen in nagatos flashback
also I believe Nagato stated it was started because the villages were unstable economically and the war somehow helped that, maybe paying for more missions and weapons helped gain money.

The second war could've just been ended on uneven terms, like WW2.
More importantly, was Hanzo active during the Third War? Or did they just stick to their own business? It's strange to be prevalent in the Second War and the era just before the Fourth but to skip one...
