You can say sasuke spared naruto cause naruto was unconscious BUT if Vermillion Rasengan wouldve hit sasuke he wouldve been sleeping too.

Naruto couldve finished sasuke off:

1. When he went initial form and sasuke was still 2 tomoe.
2.When he smashed him into the side of the cliff.
3.When he was blitzing him under water.
4.Final clash

Sasuke couldve finsihed naruto off:
1.When he falcon dropped him (Anime)
2.If he never gave naruto a chance to unlock 1 tail after he unlocked 3 tomoe.
